The Tenth Doctor? Seriously? 
Well, a gangster will just shoot you and probably your entire family.
A pissed off Timelord could destroy your entire planet.

Then I'd have to say the Master. *He* would definitely be more dangerous than the entire Corleone family put together.
But the Doctor? He's just a big kid. The only Doctor I'd be truly afraid of is the first. That's the only badass Doctor there ever was.

Hard to answer. Corleone is just a Human. The Doctor, while he is just a big kid on the outside, has depths that he doesn't generally put on display, as well as great power. But he is a moral being. So in one sense, it would be more dangerous for the average person to mess with Corleone, because the average person really has nothing to fear from the Doctor. However, if you're an alien invader or some such thing, you have a lot more to fear from the Doctor than any Mafia dude.

If it weren't for Family of Blood, I'd go with Michael Corleone. But I still remember the intense look on Tennant's face so I know not to fuck with a Time Lord.
