Well, no. The only scene set aboard the Enterprise D in 2402 was the end when Picard and Geordi return it to the museum. I grant you he was still wearing a Starfleet uniform in the poker scene, but that was probably a reflection of the fact that "One Year Later" was something added in post production and not the intent when the episode was written or filmed.We see him still serving aboard USS Enterprise–D in 2402.

If you think about the alternate timeline in Tapestry. Picard was like a 64/65 year old Lt. JGIn regular militaries yes you do until a certain level provided your record is free of any negative remarks and your evaluations are standard good.
With officers it's the same but with a little more emphasis on evaluations, especially at higher levels. Once it's up for flag level officers ( Generals, Admirals and such) it also often enough gets political as the government will also be involved to approve the promotion.
