Obviously written by better people than me, but stuff along the lines of “Huh, this planet has a strange phenomenon/cultural quirk/mystery going on. Let’s see what’s causing that! Oh hey, this could lead a situation bad for the planet and/or us. Can we do something about it without breaking the Prime Directive? No? What if we do such-and-such? (Obviously, I would and have watched plenty of Trek that doesn’t fit this. I love The Wrath of Khan as much as anybody else. But it is my sort of ur-picture of what Starfleet does, when it’s not showing the flag.)
