I think this would've been interesting as a tournament, with two characters facing off each time. Not that there's anything wrong with a poll, I'm just seeing all those dozens of names and thinking of all those hundreds of episodes they've been in, and my brain just wants to pick the easiest option.

Seriously I think I'll go with Kira.
 
We're discussing best-developed, not major or minor. For those same reasons, Uhura and Chapel, who get four lines per episode nine times out of ten, were put on this list directly above Saavik....but still no votes yet. While the best answer is probably Kira Nerys, I chose ''perhaps Saavik.'' as an earlier trailblazer of sorts. Placing Seven of Nine in the category is valid, though....perhaps....she's also overqualified (ahem). But Saavik is arguably an overachiever in certain ways, and one of the first of Enterprise's female crew brave enough to try countermanding Kirk. (A distaff Decker.) Yes, I am restricting this to Kirstie Alley's specific portrayal.

For me, it easily comes down to two characters... Kira and Seven. Hard choice, because both have excellent arcs and were portrayed brilliantly by Nana and Jeri.

Considering Seven had 3 less seasons than Kira (at least, until PICARD happened), it's impressive the amount of growth and development she had.

However, I give my vote to Kira for one simple reason. On VOY, it was somewhat easier for Seven to shine and stand out when half the lead cast were not given as much material and were somewhat sidelined for her character.

With DS9, it was filled with not only fantastic actors, but everyone got a LOT of great material. And Kira was a standout among a large group of standouts, including a large cast of well rounded recurring characters in addition to the leads, which makes that even more impressive.

(I am not saying that VOY had a bad cast... it was very good and solid, but DS9's cast was simply much stronger. Frankly, so was the writing.)


Honorable mention to Hoshi Sato... she clearly grew from a terrified, unsure person to a seasoned, confident officer who had the guts to actually stand up to the Earth Prime Minister in "TERRA PRIME". That's a FAR cry from "FIGHT OR FLIGHT", the first episode after the pilot. Linda Park was underused, but she made excellent use of what she was given.
 
I knew most would vote for Kira, and it is hard to argue. Seven & Janeway would also be worthy picks, and I also get Mariner.

But I went with T'Pol.
 
Kira gets my vote. She went from freedom fighter to station commander over 7 seasons, and she even managed to move past her (fully justified) hatred of the Cardassians to help the rebels who were fighting for Cardassian independence from the Dominion.
 
Kira got my vote as number one. I can't put any SNW characters on my list yet, but after Kira, it would be B'Elanna Torres>Seven of 9>Ro Laren>Hoshi Sato
 
The U.S.S. Enterprise NCC-1701, of course. She has deck by deck plans, technical specifications and manuals, explanations for what every button on every station on her bridge does.

And Kirk loves her.

No one else is as well developed as that.
I can definitely get behind this.

She was quite well developed.

And Scotty also loves her, too.
