The character is bad but that seems a little extreme. Their is lots and lots of bad characters out their in fiction. Not all of them are at least played by a Oscar winner.
I mean, "exxxtreme" pretty much describes in one word why this character is so bad.

Had they toned down literally ANYTHING - simply made her a normal badguy, dictator, evil queen, whatever, but NOT a leather-clad, edgy dominatrix getting wet by committing actual fucking genocide and cannibalism and revelling in it - none of the criticism would be that harsh.

Like really - why not simply just edgy, but instead so, so, be so extreeeeme?

Because Humans are very extreme.

She got better...

Because no one knows how to write subtle, anymore. Everything has to be edgy and one-up what came before it. Star Wars eventually trickled down to TV.

Didn't he play a somewhat willing part in the Romulan/Cardassian plot to destroy the Founders home world?
He also was caught by Worf trying to access the Defiant's weapon systems to destroy the Founders again. He's not a nice guy, no matter what his charm may try to spin.

Is genocide on his docket?

While his past is something of a mystery I do get the feeling he must have played a role in the Bajorian Ocupation, The Cardissians were basically Nazi's so they guy has no doubt got blood on his hands but even did his part on that situation.

Just wanna add to the discussion...Garak was neither a starflleet officer nor a memeber of Section 31.
Georgiou was or will be...
This makes a difference.

It really doesn't.

People due bad things, all the time in Star Trek. They break laws, they commit crimes, they kill people.

Garak being held up as an interesting character always struck me as very strange.
