Something big's going to happen in Episode 4. This has "dancing around something we don't want to reveal" written all over it.
Given that episode 5 is titled "Mirrors," and we've seen indications of a particular starship coming up, I'd say they're trying to contain whatever the setup is that gets us to next week.
I don't know about anything going on in Lower Decks, but I agree with @Firebird about what's going on over here. Episode 4 has to be set-up for Episode 5, where Things Go Crazy.
Episode 3 was probably the quietist this season will be. The calm before the storm. My understanding is this season is as different from the fourth season as you can get. Ironically, S1 and S4 share the top spot for my favorite completely aired seasons of Discovery.

Yeah, I get that feeling too. Something that relates to previous Discovery as well as Trek.
