TV Line claims a source is telling them Shazad Latif is not in the movie.
All of these names announced for the Star Trek: Section 31 movie, but still nothing said about Shazad Latif returning or not as Ash Tyler? –ScreenSavant
We wondered about that, too, seeing as Tyler was placed in command of Section 31 (well, in at least some timeline) in Star Trek: Discovery‘s Season 2 finale. But a CBS Studios rep confirmed for TVLine that Latif will not appear in the Section 31 movie.
 
I'm still hoping this will be set sometime after PIC S3 and be about the final downfall of Section 31, but I know that's pretty unlikely, alas.
I'm anticipating this movie making Section 31 even less secret than Discovery did.

...Although who knows? With this being a movie and not a series, maybe they'll end it like season two of Discovery, with some lame excuse as to why it can be a total secret from now on somehow.

The issue isn't about the existence of Section 31, it's more about what it often does that is secret. Sisko said something to the effect that Starfleet doesn't deny that Section 31 exists, but they also don't ever talk about it either and stonewall any inquiries into it. It's like someone throwing a house party, but not talking about a literal smoking gun in the living room, IMO.

No, it'd be like a house party with a gun hidden in a box in the basement and the owner never mentions it unless you somehow bring it up first and even then they won't confirm it exists. aka, a secret. ;)

They're a big enough secret that no one seems to have ever heard of them in the DS9 era.

That's not entirely true. Section 31 was just something never openly discussed by Starfleet, but they also didn't keep its existence a secret either. And in the DIS-TOS era, Section 31 personnel even had their own Starfleet badges on their uniforms to single them out.

I'm failing to see the distinction between a secret and something that you never ever talk about.

Yes, I know. I'm addressing what I see as a disparity between the depictions of S31 in DS9 vs later productions. I'm not claiming S31 is a secret in the Kurtzman era shows.
 
It's closer to how Intelligence agencies work today. They have the job they talk about and the one that is more compartmented and no one knows about.

I don't see the issue between DS9 and Discovery. Things change and information can be manipulated as even TOS demonstrates.

Usually doesn't happen until it's a few weeks prior to the release date.

So, I would not expect it to pop up soon. Others can correct me if I am wrong.
 
A secret is something only a few people know about
Sort of like an intelligence agency that certain high-ranking officers have never heard of? Anyway, I'd argue about that definition. A secret can be something that is specifically kept from just a single person.

The existence of MI6 was only officially acknowledged in 1994, but it was hardly secret prior to that.
MI6, also known as The Secret Intelligence Service? Maybe they were being ironic. ;) Yeah, I know that secret describes their actions rather than their existence now, but I couldn't help still make the "joke".

The definition of Secret police also describes Section 31 to a tee.
