The person is talking about the set design budget. I have a feeling Picard season 3 had one of the highest budgets; but the majority of said budget went to getting all seven of the original actors to reprise their roles; ( and yes while I'm sure they were all interested in doing it, you can bet they realize they're worth and got top dollar to come back and play those characters.) They also had a lot of popular secondary characters reprise their roles as well, and again I'm sure that didn't come cheap.I can believe season 3 had the lowest budget. Aside from the Enterprise D's bridge, they didn't build any new sets for that season, everything else we see in the third was built for either the first or second. Season 2 being the most expensive? It's possible. 90% of that season was location filming, which is actually significantly more expensive than studio shooting. Add into that new sets, like the Stargazer, Guinan's bar, new Starfleet uniforms, plus another batch of uniforms for the Confederation timeline, and, yeah, there would be quite a lot of money being spent there.
The G, H or I is going to last a long time if the 2570 timeframe for the J is still in play whatever the conditions of her launch and history of service. At least one of the current or next two Enterprises is going to have a very long service life or we're looking at Starfleet informally retiring the name and registry for a few decades out of sheer exhaustion.
It already is. The Ent-J is from a timeline were the Sphere Builders expanded slowly.I think they should retcon out the Enterprise-J as an Alternate Future, like "All Good Things", "The Visitor", "Timeless", and "Endgame".

There's no evidence it exists in that form after the NX-01 defeated the sphere builders in the 22nd Century.
