Now I'm interested... Anyone with anything interesting to report? Perhaps a... YouTube link?:D
Nothing groundshaking but it was a nice panel. Liz Kloczkowski and Kit Stølen were there (hosted by Larry Nemecek) showing off behind-the-scenes pictures. Some that have already hit the internet before, some that haven't.

Photos of props, art, and sets, and their inspirations for each. Lots of production fun facts, like how Soong's S2 Lab became the Elios became Daystrom Station (iirc), and how much of the Shrike is reused props. Explained how they were able to stretch a relatively small budget a long way in classic Trek tradition. Several of the environments in S3 were the same sets with the internal contents swapped out and partitions put up.
It didn't make sense to Kit that the borg would have an artistic emblem so when they incorporated it into the environment they tried to make it look like it was part of the circuitry with a purpose and not just a logo stamped on a wall.
There were a bunch of cannibalized Borg parts all over that shady alien market set to make it seem like the citizens of the galaxy had been basically feeding on the Borg's corpse for a while now, reusing salvaged borg tech for whatever personal needs, but Kit says he doesn't think much of that ended up on camera (I don't remember seeing it).
Liz revealed the secret that one of the things that she didn't have time to get perfectly accurate on the D bridge were the moldings on the centerline of the doors, but Herman Zimmerman visited the set and after inspecting it he told her it was the best version of the set that ever existed with better construction than they ever had on TNG. He apparently shared with her stories of several areas on the old set where things weren't right or would often fall apart.

Kit said that after the panel he'd post some of the stuff he showed online and I see some already on his twitter: https://twitter.com/KITST7LEN

Thank you for sharing this! I was hoping someone would post about what happened in SDCC!

It really is clear from across the board how little budget season 3 had, did seasons 1 and 2 also have smaller budgets or was it only season 3?

That is some really cool world-building! And it's so ironic how the Borg started out assimilating everyone but now it seems anyone who can, is doing something similar to the Borg.

I had read before that season 3 had the lowest budget of all three seasons, while season 2 had the highest (I cannot personally confirm that). However, seasons 2 and 3 were filmed back to back with a lot of shared production (which is commonly done to save both time and money), so it's possible that some of S3's expenses were carried by S2.
Like the Titan bridge for example, which is major money that got spent under S2's piggybank for the Stargazer.
They might have been able to push a lot of expenses through early, but then the wallet clamped down once proper production dedicated to S3 began. So they already had a couple nice expensive sets, but then had to get creative for the rest because the money well was running dry.

I can believe season 3 had the lowest budget. Aside from the Enterprise D's bridge, they didn't build any new sets for that season, everything else we see in the third was built for either the first or second. Season 2 being the most expensive? It's possible. 90% of that season was location filming, which is actually significantly more expensive than studio shooting. Add into that new sets, like the Stargazer, Guinan's bar, new Starfleet uniforms, plus another batch of uniforms for the Confederation timeline, and, yeah, there would be quite a lot of money being spent there.
