Starfleet fleet is very small for an intergalactic empire. Unless the other ships were stuck in the Laurentian system..... again
The holiday traffic is horrible.
Onscreen, we only saw a couple hundred ships. But DIS S2 established that in the 2250s, Starfleet comprised over 7,000 starships; by the 2400s, it should be even larger to match the increased size of the Federation. Now, Matalas has said that calling it "the entire fleet" is just a bit of hyperbole, as starships attached to duties that could absolutely not be compromised on were still out there. But if we assume that the fleet in Earth orbit comprised something like 75-80% of the fleet, then we probably still need to be talking about something in the area of (and I think this probably conservative) 10,000 starships. I can only conclude that those starships were all orbiting at various locations and altitudes and most of them weren't visible to the naked eye from the orbital coordinates that Sol Station, the Enterprise-G, and the Titan-A were near.
If the script had said 'the Sol fleet' or 'sector 001' fleet, it would make sense. However celebrating the creation of Starfleet for a semi liberal society like the UFP is too militaristic. Does any real life democracy celebrate the founding of their armed forces?
I give it a 7 after binge watching it. I originally went from a 9 to a 6.
If you think of Starfleet as an exclusively military organization it seems at odds, however as a combined exploration, scientific and defensive service, it makes complete sense.
And yes, the foundation of various military services is celebrated in real life countries. Famously most recently was the 100 year celebration of the foundation of the RAF in the UK.

IIRC they do regular military parades in the French Republic, and "fleet weeks" are a semi-regular thing in the United States. But yeah, presumably the Federation's version is less militaristic than, say, the Moscow Victory Day parades.
Given the high value that is placed upon Starfleet service the celebration of the Fleet is really not that shocking.
