Spoilers Would you consider the things that Matalas wanted to happen as canon?

As far as I am concerned, everything is canon, thanks to the fact that, well, we're watching FICTION. This is especially the case, thanks to the TNG episode "Parallels", in which anything and everything has happened, is happening and will happen. We're just watching the events unfold in one timeline.

However, the question should be: "Will Matalas' ideas ever be realized on screen?" To that, I would say: "Doubtful". In fact, Ro Laren's story arc and "death" served a purpose to the overall story. It would make no sense to undermine that, and thus give subsequent episodes in S3 of PIC less weight. So, as much as I would have liked to see more Michelle Forbes, and her character, there is no reason for her to return.

The final product that makes it to screen is canon. And – at least in my book – deleted scenes are semi-canon (they were filmed for a reason and they were cut from the final product for a reason). The Star Trek Logs Instagram account is also semi-canon, since not all the information on there made it into the show.

So, unless Matalas has footage of Ro being beamed out from the shuttle and Seven and Picard rescuing her from the Intrepid. Or Janeway promoting Seven. Or Kira or Harry Kim being messaged by the Titan. Or Wesley and Jack meeting before PIC S3. Or President Anton Chekov resembling Pavel Chekov. There is no reason to consider his ideas canon or even semi-canon. They hold as much weight as anyone that posts their ideas on a message board or social media.

That all being said, I don’t think his ideas are implausible. I’d love for Kira to meet Ro and Seven. I’d love to see Ro interact with the Rikers/LaForges, or Chakotay & B’Elanna in a Maquis reunion, or interact with Ezri to see how the Ro & Dax dynamic would play out. I’d like to see Wesley and Jack interact, and even Jack and Elnor interact. I wouldn’t even mind seeing the tv version of Va’Kel Shon. I also feel this is where Prodigy, Lower Decks, and Short Treks could help out and we see these events having already occurred by PIC S3, or a coda to S3.

That is quite the take.
The only facts which are canonical are that Worf's current rank is Captain and that he played a role in the Enterprise E's fate. Now, sure, Occam's Razor could suggest he was the Captain of the Enterprise E, but that is still just speculation rather than actually being canon.

What in canon says he was? He was clearly involved in something on the Enterprise-E but they deliberately never state he was Captain to leave that open for another writer to go in another direction. See also that Picard was Captain of the USS Verity.

The audio logs put out by CBS in connection to the show unequivocally say he was. additionally Terry Matalas made it clear that Worf was Captain of the Enterprise. This isn’t a “I would like to see” or “If I could” moment. This is hard and fast.

If you want to disregard background info put out by CBS expressly to explain certain things you see in the show, then more power to you.

But it doesn’t change anything

We also had the Countdown Comics and novels which aren’t considered to be canon. Why should we regard promotional, yet unaired information as canon?

If Matalas gets to do Legacy and he incorporates these ideas into the series, they will become canon. Not one second before that…

Because the showrunner explicitly said that is what happened and why Worf is captain.

Because we didn’t see the Enterprise being refit between S3 of TOS and TMP are we to also assume that because it wasn’t shown on screen, only referenced, that that isn’t canon also?

I know this probably stings a bit, but in this situation Matalas does hold all the cards, as does Paramount and CBS.

TOS said World War III happened in the 90s, first contact said it happened around 2050. Which one wins?

At least that can be rationalized.

Such as: The actual dates of the wars didn't change - only their NAMES did.* Nothing has to be decanonized.

See how easy that was? ;)

* Which is not without precedent, actually. For example, some people IRL consider the Cold War to be World War III. Perhaps something like that in the Trek universe as well? Meaning, there were always two sets of Eugenics Wars - one from 1992-96 and the other (jumpstarted by Adam Soong) in 2053. Which one is the "true" World War III could be up for debate.

This is actually what I was trying to address with this thread. Where do we draw the line?

As I said, publicity materials and absolute clarification statements by the showrunner is where I would draw the line.

If it uses the “I would imagine”’ or “I would like to see” then it does not count
