DaiMon Bok or Tomalak. The first wouldn't have worked and the second might have been difficult to effectively recreate with the original actor now deceased.
 
This sort of spoils things for me and yet I'm a big Borg fan!
I don't think it's a good idea to bring two baddies back at the same time considering the size of both their empires!

I would assume that that is a character speaking off the top of their head and getting the date wrong, but yeah they're definitely not counting the Jurati-Queen or the Confederation Timeline Queen. The last contact anyone had with the main Borg that we the audience know of would be the USS Protostar's encounter with a small Borg cube in "Let Sleeping Borg Lie" in 2384, almost twenty years before this episode.

Lest we forget the "artifact" with the XXXX days since an assimilation. This could be the final incident whereby the Romulans encountered the Borg whereby they captured the cube putting the dates about right for a decade.
 
They don't disappear, they just aren't expressed. Presumably, the genes code the formation of certain neural pathways in the prefrontal cortex that are capable of receiving Borg signals; if the cortex has already stopped forming, no new neural pathways would appear. Junk science perhaps, but I can understand what they were trying to do here.

ok that makes sense, in terms of genes driving development of the structure needed for Borg signals. If they used the transporter to change older adults, they would (instead of genetic changes) have to do some massive neural changes on the structural level which probably not be possible or at least wouldn't end very well for the subject (brain damage).
 
If anyone surprisingly shows up to help it’ll be Agnes. We have every reason to think she can tap into the collective too.

I wouldn’t be surprised if Agnes and Soji show up, tying together all three seasons.
 
Genetic material propagates through male/female reproductive gametes (sperm and egg), and the genetics are fixed within it (unless subject to mutations or other alterations) Age has nothing to do with it. If the genes are added to the DNA, they should remain there, why would the genes suddenly disappear after age 25. This is the part in their explanation that bothers me.
The DNA is added to the base code of the person regardless of age. Those under 25 still have brain development going on and the Borg piggy back on that process to assimilate.
