I don't think 'The Face' she's talking to is another changeling anymore based off that preview clip. It was referring to her and the other changelings like they were a different species from it.
Maybe the weapon is James T. Kirk, revived from Veridian III. Shatner cameo to bring the house down (happy 92nd today for the Shat, by the way!).

Sounds like Romulan disinformation...Here's a crazy thought. What if the real Borg, the ones decimated by Janeway after Endgame, decided to join forces with the rebel changelings after the Dominion War ended. Shaw does mention that they are still out there. It would be a case of the enemy of enemy is my friend. Both the Dominion and the Borg were severely damaged by the Federation. They would have common cause.

Why would the Borg want to deal a mortal blow to the Federation on Frontier Day or engage in a rather convoluted revenge scheme? The Borg have always been straightforward, it's the Dominion who were willing to play dirty, rather than just rely on brute force. The face also seemed to get angry and punished Vadic, that doesn't seem like the Borg either.

Indeed. Her employer seems to have control over their shifting ability, and can impact them physiologically, including with pain. Which is why I think Vadic is psychotic because she dissociates to manage the pain.She looked to be in pain with a slice of fear.
