I've heard that for younger kids, a parent has to meet the kid at the school bus stop or the kid is not allowed off. The kid is taken back to school where the parent has to then go and get them.

First, you need the longitude as well to determine a specific point.
Second, a closer latitude is 29.9791750°N.
