No, Moff Gideon is a newly created character for 'The Mandalorian'. The only characters in the Mandoverse that originate from Clone Wars are Bo Katan, Ahsoka, and Cad Bane. (Side note: Cob Vanth comes from one of the very early canon novels, and Krrsantan is from the comics.)I've been watching through Clone Wars for the first time realizing a lot of characters I thought were new in Mandalorian actually came from Clone Wars. I'm curious if Moff Gideon was a preexisting character or not because he's pretty much the one I haven't come across yet.
Clone Wars has shown the darksaber make it to Maul, who was then bested by Palpatine, but it hasn't shown how it made its way to Moff Gideon after that. (I just started season 7).
Everyone else on the show(s) thus far that isn't instead carried over from the movies (Luke, Boba, Bib Fortuna, R5-D4 etc) is an original creation.
That said, I wouldn't be shocked if Gideon will now start to show up on things like 'Bad Batch' or even 'Andor' (much more likely the former than the latter) since he was an ISB agent of some rank as late as the Mandalorian Purge (about a year prior to ANH.) One assumes he got bumped up to Moff through a combination of a reward for mass genocide (Palps always appreciates that kind of thing) and Tarkin's death leading to an vacancy amongst the Moffs.
