RTD and BW are in charge of producing DW, under contract from the BBC. Most television arrangements like this offer near creative control to the showrunner/ex producer.

I sincerely hope RTD retains most of the creative control. I'm just very leery anytime the Mouse sniffs someone else's cheese.
It all comes down to the specifics in the contract. You bet that it's possible that Disney could say, "We'll pay for DW, but only if . . ." Of course, the BBC would have to agree to it.
However, I'm not worried that's the case. If Disney had more control, RTD wouldn't be the showrunner. No way is he accepting a reduced amount of control. Indeed, I suspect that a crucial condition for him to return was that he'd have more control. Given how much the BBC wanted him to return, he had the leverage to get those concessions from the BBC (the IP owner).
They only own one, ABC. FOX is still owned by the FOX Corporation (AKA Rupert Murdoch).The network wasn't part of the deal. They got the IP not the platform.
Ah, then I stand corrected. Given how they seem to have Hulu and FX and so much other stuff in that wheelhouse, it certainly gives the impression the Mouse took that cheese, too.
Hulu was a joint thing. with Comcast/NBC.
I see Disney are about to engage in major layoffs and spending cuts due to poor financial results. Hope the 100 million cheque already cleared!
Or we find out after two seasons of Ncuti he wants to leave due to Disney starting to flex it's muscles. The cover story would be " This was always the plan. I was only here for a short time to get the ball rolling"

Given that Hollywood have already come calling for him I'll be astonished if he does more than two regardless of anything else.
Disney is not some boogeyman, they're definitely not more disruptive to shows then, say, WB/Discovery, Sony, Universal, etc. Thats not to say they don't make mistakes or screw things up, but being all "the sky is falling" about Disney & Doctor Who is so unjustified at this point its actually becoming funny.

I've said it before, but thats a hell of a lot better situation to be in then to be controlled by basically the whims of the British Government and whoever the BBC could cheaply get to try to keep the show afloat.

Disney won't be able to "flex their muscles" if it's not already in the contract. They'll only have as much say as the contract gives them.
And if RTD negotiated for more control as a condition for him returning, then it's in his contract with the BBC. In this case, the BBC would not be able to give that control away to Disney because they would've already given it to RTD.

Meh, if true. I wasn't interested in the Daleks and Cybermen series when Big Finish did it, I doubt I will be here if that's what's supposedly planned.

Any spinoffs aren't even going to be considered until Disney see whether the main show is a success for them or not. So 2025 at the earliest.
As a fan, I'm sure I could take interest in a Dalek or Cybermen show, but I see this as a difficult sell to the general audience, even a general streaming audience. I mean, a Dalek series is basically going to be about Daleks going around and killing everyone they run into. Or a Cybermen show they're killing or cyber-converting everyone they run into.
Though if you want an off-the-wall concept for a spin-off focusing on a DW alien, I say go with the Judoon. Make it like a procedural where every week the Judoon are sent to take down and apprehend a villainous criminal. That could actually be kind of fun.
