Or it’s indeed Armus. He sure has a grudge regarding JLP since he was ultimately the one who marooned him on Vagra II (there we go with the Khan reference etc). I wouldn’t put it past Armus to have learned the art of shapeshifting. Who knows, not even all the TNG characters might be who we think they are at all times. If I were Armus or some other shapeshifting villain I’d sure hide in plain sight, at least for a while.

Anyway, going with the Armus shapeshifter idea: it gives the nod to Tasha Yar more relevance. Perhaps he even shifts to her / Denise Crosby for a cameo to taunt Picard?
