Earth still has another "military" not part of Starfleet as implied by Tom Paris' desire join that organization that sails the oceans of Earth (or perhaps other Federation worlds) as if it wasn't under Starfleet.

Why would DS9 need to be administered by Starfleet at all? Without a Cardassian or Dominion threats, the station is just another tollbooth whose administration can be devolved to whatever local authorities exist. We aren't presuming that every space station must be run by the central government of the Federation, are we?It does raise the question of why Starfleet would continue to administer Deep Space 9 as a joint Federation Starfleet/Bajoran Militia starbase instead of folding the starbase into Starfleet entirely and having the Militia handle Bajor-based affairs though. It's not like Starbase 1
