The Temporal War changed the look of Pre-TOS.
In ENT, Star Trek is looking back at the 22nd Century from the 31st Century's POV. It's still a Temporal Cold War, so the changes aren't yet complete.
In DSC/SNW, Star Trek is looking back at the 23rd Century from the 32nd Century's POV. The all-out Temporal War has happened, it's already ended, and the changes to the past are complete.

I really like Picard's "captain's jacket" that he wore in the later seasons of TNG. In fact I wish this is what all the TNG uniforms had looked like.
