I mean, in TNG captains were in charge of starbases sometimes, instead of commodores. We saw flag officers for Starfleet Security, so it follows that there are commissioned officer ranks in that department as well. So, he could be following either track.
I actually had the thought that Beverly is in the Gamma Quadrant assisting the Founders. There's a rogue faction of the Founders who have taken her hostage....the big bad is their leader. They pick Worf up at Deep Space Nine, where he's Captain (not of a starship but in command of DS9). He's living in the battlefield of his loss.

If the villain turns out to be a renegade Starfleet Captain or Admiral, then that's going to be anticlimactic AF. Nor will it live up to the hype they've been building for this character, though to be honest, I'll be very surprised if this villain does live up to the hype.I'm wondering if we're dealing with another Gabriel Lorca situation?

Wild Speculation:
We'll see the Enterprise-E, it'll be destroyed at some point during the season, then they'll unveil the Enterprise-F. If they want to go for the Star Trek Movie Effect. It also fits in with the idea that we'll see all kinds of Enterprises.
The Enterprise-D either had the Saucer Section restored and connected to the bottom of a new or refurbished Galaxy Class ship, or we'll see the Enterprise-D in a holodeck simulation. A refurbished/restored Enterprise-D wouldn't be in active service. Except for maybe One Special Mission.
That way both of Picard's Enterprises are covered, with an opening for the next one.

I thought they already confirmed we only see two Enterprises, and one of them is the D?
