The most generous reading of him being kept out of the loop is that it had to do with the Bad Wolf side of things. And if Russell had been coming back just as Producer of an in-house show there would have been less secrecy.
Either way his last episode was written and shot in the assumption that it could be the last episode ever; or at least for an unknown amount of time. It's be interesting to see how that's reflected in the final product.
