I will say though
that Tallinn's rifle was awesome in the recent Picard, season 2 episode, 'Hide and Seek'.

Long gun energy weapons with fully auto settings are the bomb. We've seen more of those in SW in recent years as well. Every time I see one I feel like screaming like Hudson in Aliens: "Oh, you want some of this?! EFFFF YOOOOO!"
 
Tallinn's rifle was the only weapon in the episode that looked badass when firing. She had this rapid rate of fire going that made it look like the disruptor version of a chain gun.
 
Maybe as the packs ran out of charge they only killed but never vaporised?
I think he just used the regular kill setting, as in "The Conscience of the King," like @cooleddie74 suggested.

Yeah, TOS phasers clearly had more than just two settings and the episodes clearly showed as much. Lenore Karidian killed her father with a phaser blast and he wasn't vaporized.
 
Well, you want to have the snazzy visual fx, so you can't have the bolts move too fast. If they went at even an appreciable fraction of the speed of light, the ranges we see during ground battle would mean that there really wouldn't be anything more than a muzzle flash visible from the weapon, and the target would be just about falling even as you saw it.

Have the projectile travel at about "Mach 3-4" from the muzzle of the Phaser would be appropriate for a Hand Phaser. From the users perspective, it would look like a glorified tracer round.

Increasing the speed of hand weapons would be prudent.
These are weapons that work at FTL for crying out loud. If you fire a beam, here's a simple rule: in a small/confined space, or even a planet, the beam travels at the speed of light... aka, it would reach its destination instantly from the point... just have the beam 'apeear' that fast and be done with it.
It would still work... and fights would need to be adjusted so that people need to be creative in evading those kinds of weapons (which would be nearly impossible).
