According to Cirroc Lofton in 2020, Avery Brooks is not formally retired as an actor and would return if offered the right role. I suspect, though, that as he didn't even participate in the "What We Left Behind" DS9 documentary, a thirty-second cameo in Picard would NOT be the right role...

Yeah I forgot about Cirrocs quote. He said Avery was blacklisted. As much as I love Avery Brooks in DS9 he never really seemed to like the role. At least in interviews. I doubt he would consider a bit part in Picard.

General Janeway went on a rampage through the DQ and brought back some technology of mass destruction

That's what Admiral Janeway already does.

These alt characters are supposed to be alt.

(Remember Rom coming to Terms with how not everyone in the Mirror Universe was opposite?)

she has just been saved from certain death, connected to a computer and may end up in a position to betray our crew and restore her collective, all because of what she said. She had every reason to lie.
But she needs the timeline to be reset too. She'll help them and be truthful up until their goals diverge. We (and I suspect the crew) know she'll betray them once the timeline is repaired.

And besides, “Past Tense” never says one political party is to blame for that situation or absolves either, major or minor.

The beauty of the Sanctuary District is that run in good faith with a proper budget it fits right in with a progressive platform. Strip all the funds and require authorization to leave, and you keep all the "undesirables" out of sight. And of course that doesn't even have to be done maliciously, it can be from mere bureaucratic neglect and normal budget cuts, which is what the episode seems to imply to me.

What if the entire season is a time loop or predestination paradox? Picard sets the self-destruct because of the Borg that came through the anomaly. Q creates the alt-timeline and sends Picard and co there. They restore the timeline but not before the Borg Queen who knows about their time travel, takes a group of refugees from the alt-timeline through the anomaly to ask Picard for help so that Picard will respond and set the auto destruct and go to the alt-timeline.

^ It is rather telling that we never actually see the Queen's face in the regular timeline...only a masked figure.

So who's making bets on the identity of the Watcher? As I see it, the possibilities are Guinan, Soong, Laris, or to get really crazy, Kovich.

Maybe Ducane is a watcher. It would explain Jay Karnes' presence...

Didn’t notice that was Spiner at the end saying the Confederation phrase. He’s probably the founder, which we will meet in 2024

The scorpion and the frog.

If you wash away your assumption that the Federation are the goodest of the good, you might notice that the Borg were sticking to their alliance with the Federation in Scorpion, and it was Janeway who betrayed and tried to murder her new Borg allies.

The Queen is not treacherous. Her life's ambition is the assimilation of all useful species to elevate the Borg to higher levels of perfection. Sure, that may be mass murder, but she's quite forthright about it, and if she promises not to murder you, there's no reason not to trust her.
