I'm curious as to how they're going to get Soji back into the story; perhaps she's going to be the one to rescue them from the magistrate in the next episode.

It hasn't. The ban is only in the 31st/32nd centuries.
They’ve not retconned it at all.
Time travel is banned in discovery because of the Temporal Wars. They haven’t happened yet in Picard.

Except they haven't, given that time travel is operational until the 26th to 29th century and only after the Temporal Wars was it banned. Hopefully for good.

They may not actually be wrong though! I mean, everything after 2024 has been retconned, so who even knows if the future Confederation one day bans time travel.
The present Confederation may even have banned it. It’s totally irrelevant because they are fugitives. Almost everything they did in the episode was against the Confederations laws.
The entire conceit that a single change in 2024 created the confederation surely reinforces that time travel should be banned.
Picard didn't retcon anything. Discovery takes place in the 32nd century where time travel is banned. Picard takes place in the 25th Century.

Yep. Which is why Ben Sisko assumed Gabriel Bell's identity to make sure the rest of history post-2024 flowed as it was meant to. It's got to be one of the riskiest decisions in a time travel situation to assume the identity of an historical figure to ensure that the flow of history is set on its correct course but in Sisko's case he had no other choice.
According to Jurari, the Confederation doesn't know how to time travel.
I don’t think you need to know how to do something to ban it.
The outer space treaty bans war on the moon and was signed before anyone had even landed on it.
I don’t know how to hack a Goverment computer, still against the law for me to do it.
Maybe it'd be a good idea for us to ban time travel now as well. Get it sorted out early.
