Most Klingons apparently sleep on an empty metal shelf, & deliberately jab themselves with pain sticks. I can imagine that having the least luxurious room would be a bloody honor.
Both sides of the debate here about Data have been fun to consider. Yes he's an android, but also yes, he likes to partake in human indulgences for the experience, but ALSO also, he doesn't necessarily, do those things at the expense of others.
So if someone else could legitimately benefit from a more comfy quarters, I imagine he wouldn't take it from that potential candidate just to have the observational experience
He's a fairly accommodating person. If he didn't need the space, I can imagine him not bothering. As for Geordi, he might just want to be in a more utilitarian section, because of his job.. As chief, his real home is that engineering room, & I bet he's staked out space for himself there too.
In fact, if Worf, Geordi, & maybe even Data are department heads, why wouldn't they also have an office of their own too? Or Riker for that matter?
