It's not an actual photo or something, it's supposed to be an artist's interpretation of two mysterious figures, presumably without a lot of photo reference to work with. It would actually be odd in-universe if the artist got the details right.

Tim Burton wanted Wayans to be Robin in an early draft of Batman Returns, but the subplot was cut because the film was too crowded already. His version of Robin finally appeared in DC's Batman '89 comic last year.
