Just because Ronin may have been active up until a year ago; he may have been very good at keeping his identity a secret and not made many public appearances. Remember it was James Rhodes who was able to track him down so that Natasha could confront him. Just because we the audience see him, doesn't mean the public necessarily knows about his activities in every single instance.
This show is supposed to be 2 years after Endgame, so apparently real-time from when Endgame came out till now. They keep going all over the timeline with the shows and movies these days. WandaVision is supposed to be a few weeks after the Blip, but Far From Home was 18 months after the Blip, then Falcon and Winter Soldier was 6 months after, and then Loki takes place back in 2012 (sort of?) and then there's this which is 2 years after the Blip.
Loki takes place all over the MCU timeline... from the audience's point of view they just pick up a Loki variant in 2012.

I enjoyed the first ep pretty well, but the second was so wretched I'm probably done with the show. Terrible dialogue, nonstop cringey sitcom drama and situations, and everything pitched at a PG - heck, maybe even G-rated tone - no, thanks. I'm out.
I think I’ve worked out who the Ronin is. It’s season one Oliver Queen. They were on the list. This Echo character would make a good Daredevil foe. She’s deaf and he’s blind. It writes itself.

Yeah, that was my thought too. They're obviously being coy about it, so it has to be a character the audience will recognise. Who else but Vincent D'Onofrio as Wilson Fisk will 1) have a pre-existing connection to Echo from the comics, and 2) be recognised on sight. I guess it could be the sword guy, but that seems a little too obvious a connection.
Spoiler: In the comics In the comics, Maya's father was killed by the Kingpin, who took it upon himself to see that she was taken care of. If I recall correctly, she may even have considered him an adopted father. That is, until she found out that Kingpin was the one who was actually responsible for her father's death.
Also, the exterior shots of the place where the party/auction went down in episode 1 was shot at the Lotte New York Palace Hotel on Madison (though the news report says Park Avenue), which was also used in Daredevil as the hotel the FBI had Fisk staying in in season 3, redressed as the "Presidential Hotel". Could be a coincidence because it's known as good place to shoot at, but then again, maybe not. I mean who better to be hosting a high class black market auction of pilfered Avengers items?
