It was just my way of saying you gave a wrong answer. When one gives a wrong answer, the one in charge of making guess the episode has to give a reply that alludes to a scene taken from the last suggested episode (which of course, is not the right answer).
Well, this time, you won! It was "Business as usual" indeed!
1. Bill to pay: at the end of the episode, Sisko tells Quark he has to pay for the damages he's done.
2. Little lights: Gaila, Quark's cousin who introduced him into the weapon business, tells Quark that if one of the little lights went missing, nobody would notice, the lights being the planets on which people were about to be killed.
3. And one: in that same scene at the end of the episode where Sisko gave Quark some words, Quark said that twenty-eight million people might be grateful of his actions and then Sisko replied 'twenty-eight million and one'.

Got it in one. Thought that would be at least a little harder.

Don't sell yourself short. It is a tricky one... I just have so much dialogue on the shows memorized. That one always stuck out at me for some reason. Maybe because it was the last thing Quark was saying at the end of the episode.
