Can Romulan, Klingon, Suliban, any ship using a cloak; engage the cloak while at warp or do they always have to be at impulse
 
While I don't think we've ever seen a ship cloak itself while at warp, we know they can travel at warp while under cloak, so I'm guessing the answer is that they can engage the cloak regardless of speed.
 
We saw the Defiant aswell as Klingon Birds of Prey cloak whilst travelling at warp speeds, infact we saw it happen that many times i'm surprised someone is asking the question.
 
I have to admit, it's one thing to say we've seen it happen before, but it would be a lot more meaningful if there were actual citations. In other words, in what episode(s) did we see vessels cloak while travelling at warp?

Well if I actually had any of the DS9 episodes on DVD I might go away and waste several days of my life watching every single episode of all the seasons just so I could tell you which episodes the Defiant cloaks in whilst at warp.
Well actually I wouldnt, if I did have them on DVD I wouldnt waste THAT much of my time, perhaps you could go find out yourself?
 
It's a fair question that Photon asked. If answers are given based on memory alone, they may or may not be correct. It is possible to mis-remember things. If a specific source cannot be cited in answer to Photon's question, then it's reasonable to consider it as an open question that has not been satisfactorily answered thus far.

Any Trek Fan should remember the Defiant and BOP's cloaking whilst at warp, we've even seen ships cloaking at warp in 'Enterprise', its happened on that many occasions you shouldn't even need to think about it. Its like asking the question "Have we ever seen a Romulan on Deep Space Nine", its bordering on being rhetorical.

Do you mean engaing the cloak -- going from visible to invisible -- while at warp, or do you just mean being cloaked -- invisible -- while travelling at warp speeds? For the latter case examples are all over the place: the Enterprise herself in ``The Enterprise Incident''; Shinzon's Fanboy Death Ship in Nemesis; the Klingon ships used to bring Picard and Data to their crossover fiction in ``Unification''; the cloaking device of the scam artists in ``Unexpected''.

For the former I'll have to think more and go over episodes.

Exactly. Perhaps MY memory fails but I can't recall a ship at WARP cloaking. The only one that MIGHT have (on the perimeter of my memory) is the Suliban.

Ah, well, how about the Enterprise, in ``The Enterprise Incident'' -- they're explicitly at warp nine and not slowing down for anything before Scott gets the cloak working?

In The Next Generations Face of the Enemy we saw a Romulan Warbird cloak while at warp.
