I suspect that the maroon half-zip top is a costume designer's nod to Picard's previous uniforms without actually putting him in a uniform. Even the combination of black trousers and a bluish-grey jacket is still within the overall colour-scheme of the First Contact uniforms.
It seems a bit heavy-handed as a reference but I can't believe that they didn't know this when they gave him those clothes...!!

The LCARS around it appear to be the ones from Season 1 based on the colour scheme. So I don't think so.Was that ever used in the TNG/DS9/VOY times? If not, they might not only go to the 21st century, but the 23rd or early 24th as well... perhaps this is on the Stargazer...?
