Except she wouldn't have been Chief of Starfleet Security at the time the Synth ban went into place. That would mean she held the job for fifteen years. It's bad enough Starfleet's screening process is so piss-poor they let an enemy agent take charge of their security branch, but is it really so bad that an enemy agent stayed in charge of security for fifteen years completely unnoticed? Imagine all the irreparable damage she would have done in that time. In fact, even today, real world intelligence and security services have term limits of five years or less for those in charge in order to avoid that exact scenario from happening.
