I don't think that's an alien. Looks like one of the androids from Season 1.

I'm thinking at some point, like Elnor, perhaps Picard was made an honorary Qowat Milot. That outfit, complete with the cross-belt looks very Romulan. Almost Tal Shiar. But yes, this definitely feels like a flashback with a Synth character.

Okay, but even if they already have new Synths in service, would they really look like the old ones. Regardless of whether it was their fault or not, they are still associated with the attack on Mars, and everyone is going to think that when they look at them. At the very least, give the new Synths a new likeness so people aren't immediately reminded of the greatest disaster of modern times just by looking at one.

Perhaps that's the point?

Along with plenty of unrelated people that ignorant bigots mistook for Arab-Americans. I remember reading about a Sikh gas station attendant being murdered a couple of days later.

But it would be obviously wrong to say "Well, all those people should change their appearance so that they don't get targeted by bigots." No. It's the bigots that need to change, not their victims.
