Neat picture of Patrick Stewart and the alien character. The costume does look Romulan in its style design. I hope we'll get to see from other photos while they're filming season 2 of Picard.
I'm thinking at some point, like Elnor, perhaps Picard was made an honorary Qowat Milot. That outfit, complete with the cross-belt looks very Romulan. Almost Tal Shiar. But yes, this definitely feels like a flashback with a Synth character.
Perhaps that's the point? How many Arab-Americans were blamed for the 9/11 terrorist attacks? (Spoiler Alert: Quite a few).
Along with plenty of unrelated people that ignorant bigots mistook for Arab-Americans. I remember reading about a Sikh gas station attendant being murdered a couple of days later. But it would be obviously wrong to say "Well, all those people should change their appearance so that they don't get targeted by bigots." No. It's the bigots that need to change, not their victims.

It's obviously a memorial to the alternate universe hero ship DIS Ney, NCE-RTHALL (they switch to letters in this world...). That being said, looks like Q will take us on a journey through a bunch of "What if?" universes (e.g. what if Jack Crusher had never died?... spoiler alert! He’s the next Hilter, Khan, Col. Green, V’Ndoth of Penthar VII, hence the fascist Starfleet emblems).
That would be cool... Tapestry II, where he learns that Jack's death (or some other painful event) prevented a fascist Starfleet...? Also note the TOS Movie era Federation branches, and the fitting circle in the SF symbol... so that "Imperial Starfleet" existed since at least then and didn't change those elements...?
