There's no reason to say that. Q can do what he wants. It's be no less Deus Ex Machina to have Picard come back to human life with the disease cured (it's a new body after all) than it was to come up with the android body that has none of the advantages of an android and all of the disadvantages of a human with most of Picard's memories in it so they can pretend he never died in the first place.
In fact, with how well established Q's powers are, and his fondness for Picard, and his enjoying playing with him, it would make a lot more sense than the android thing, which still seems to me like they tact it on when the show transitioned from a limited series to an ongoing production.
Perhaps revisiting the theme of "Tapestry" with the Romulan disaster as the focus...

It's not the deus ex machina that I mind. It's Q and his history with Picard and his insufferable need to lord over Picard.
Android body is far more interesting, far more Star Trek, than anything Q does.
