They were still talking about the series as of last summer There's Discovery Season 3 spoilers in this Spoiler “We had an overview meeting last Summer and we have those every year now where they give us a pitch for the season. We knew about the mirror universe because last year. We knew we were going to jump into the future because of Michelle Yeoh, and how she was getting out of our world and into the ‘Section 31’ world which is the next series, so it was an early conversation,” Phillips tells Variety. https://variety.com/2020/artisans/features/star-trek-discovery-mirror-universe-costumes-1234850581/
If the 31 show is about Spoiler a new Mirror 31 that Georgiou creates as the secret good guys after getting a taste of the Federation , I'm much more curious, and I'll watch it
This thought crossed my mind, too. It would be a clever twist for Spoiler Section 31 to secretly attempt to turn the Mirror Universe good. Quite a fun way for Georgiou to atone. Kurtzman's quotation from a while ago sort of fits? And perhaps even this, too: Actually, it would be a rather clever way to have an espionage-type show.
I think the whole 'world' thing is being used metaphorically. Like how spies live in their own world of espionage and stuff.
Episodes should be called: From Terra With Love, On Her Emperor's Secret Service, Dilithium Is Forever, The Woman With The Golden Phaser, Starraker, The Universe Is Not Enough, Casino Imperiale,...
It would be a crazy (but original) idea to have actors from Discovery also in Section 31 as full time leads, but their Mirror Universe versions. If that ever was the case, they would need to film Section 31 between Discovery seasons.

I just can't stop laughing at these! Bravo. As for the theories about the show--based on what we saw this week--it would definitely be something few saw coming! I'm a bit more interested in the idea of a Section 31 show now than I was when it was first announced (but anything with Michelle Yeoh, at this point, I'm going to watch).
It seems to be set Spoiler before the universes split... Roman Empire? WW3? Before the continents formed? XD
In retrospect, Octocaitian would've been an amazingly punny title and probably the best of the bunch.
It's not happening at all. They are having discussions about it, but to me it feels this show is in development hell.
IMHO what's more telling is they do not plan all of the existing Trek series to continue indefinitely. This is a logical thing to do, considering CBS's strategy of multiple short Trek series, but some people still seem to like to presume every show will get seven series. My guess is Discovery ends on its 5th season in 2023. Picard ends with its third in 2024.
I think Discovery might run a little longer. Kurtzman, even recently, said he could see this specific show run for 7 or more seasons. Picard will end after three seasons, I remember that was more or less said before production even started.
