Yup. Specifically, her personnel file lists "Planet of Origin" as "Earth". That means she was probably born there, but it could also mean she comes from a planet or polity governed by United Earth or a starship of Earth origin or any number of things.
I was born in Oklahoma, but raised in Illinois. Dr. Crusher was born on the Moon, but identified herself as being from North America. La Forge was born in the African Confederation but spoke of growing up on starships.
So when you ask where someone is "from", I almost automatically exclude their birthplace as immaterial to that definition, perhaps due to personal experience, especially if the character is established to have parents who likely moved around for business or other reasons.
