My guess is the future Federation/V'Draysh is a bit isolationist due to limited resources, but it's not actively antagonistic.

You regulate the power kicked out of a singularity by regulating the matter stream that goes into it. It isn't like anti matter where you have to carefully regulate every particle impact.
