I could see that after regular contact with the Alpha Quadrant. But, I'm pretty sure Voyager and Starfleet had bigger fish to fry on their monthly data steams than "There's the matter of Ensign Harold Kim, we've notice you've not promoted him." There'd be the matter of all the crew and their families getting messages to and fro and matters in the Delta and Alpha Quadrants that might have consequences on either's missions not to mention Starfleet would be very curious as to how the Maquis have assimilated into Voyager's ranks, and if they'd pose a threat if and when Voyager returns to the Federation. I would imagine Ensign Kim's vanity would by VERY low on the totem pole. Hell, they didn't even have time to make sure Voyager's uniform policy was up to specAt the very least, Kim should have been promoted toward the end of season 6 when they got into regular monthly contact with Starfleet.
