Why does Harry Kim never get promoted?

I could see that after regular contact with the Alpha Quadrant. But, I'm pretty sure Voyager and Starfleet had bigger fish to fry on their monthly data steams than "There's the matter of Ensign Harold Kim, we've notice you've not promoted him." There'd be the matter of all the crew and their families getting messages to and fro and matters in the Delta and Alpha Quadrants that might have consequences on either's missions not to mention Starfleet would be very curious as to how the Maquis have assimilated into Voyager's ranks, and if they'd pose a threat if and when Voyager returns to the Federation. I would imagine Ensign Kim's vanity would by VERY low on the totem pole. Hell, they didn't even have time to make sure Voyager's uniform policy was up to spec
It may not be unheard of for ensigns to remain un-promoted for decades. The alternate Picard in "Tapestry" was just a lieutenant j.g. after 40+ years in Starfleet. I wonder how long he remained an ensign before he got the extra pip.
Of course what doesn't make sense is that Kim was doing a senior-level job on Voyager while simultaneously not receiving any recognition for his efforts. The alternate Picard, on the other hand, seemed to be basically a glorified messenger.

If The Equinox, Val Jean, or the Dauntless had stuck around.
A second crew would have been built from the first crew, and there would have been promotions for everyone, and maybe even Harry.
Neelix started off as a Captain, so everything after that was a demotion.

He probably got booted off the asteroid the first time he made his "famous" leola root stew
Or more likely a memo, something to the effect of "Have read performance evaluations for Ens. Harry Kim, Ens. Samantha Wildman, Ens. Joe Blow, ... long list of names. These officers meet all criteria for rank of lieutenant junior grade. You are instructed to promote them."
Remember, most promotions come from Starfleet. Field promotions can be given as captain's discretion, or other high ranking officer when needed. Starfleet did not approve Adm. Hanson promoting Riker to Captain or Riker promoting Shelby to commander; there was no time. That's why they were called field promotions.
In general, non-field promotions seem to come from Starfleet Command. Since Janeway was unwilling to do field promotions for anyone other than Tuvok and Paris, Starfleet should have stepped in and done what she wouldn't.

Did motherhood effect their possibility of promotion?

As a solo mum Sam's room would be smaller the B'Elanna's even though her kid is bigger?

Did anyone have to share rooms on Voyager that were not romantically linked?
It's a small crew, who paired off quickly, and they had room to stuff in 400 Klingons in season seven for a few weeks.
I feel like the DeLanney sisters shared a room, with out any snogging ever.
If Kes and Neelix had a room each, there were no space issues, how ever Kes and Neelux were forced to cohabitate, then maybe their relation ship would have gone past second base.
It's a small crew, who paired off quickly, and they had room to stuff in 400 Klingons in season seven for a few weeks.

I wonder how much leeway Starfleet personnel have vs. how they are supposed to behave (by protocol, I mean). For example, TNG's pilot Encounter at Farpoint has the crew following a more strict speech protocol than later episodes, their dialog to Picard replete with "Sir"'s ('Controls to full stop, sir. Now reading full stop, sir.'), vs. later usage where it all seemed a bit more casual. One wonders whether Picard (and most other commanders we see) deliberately relaxed it, or that it is only a formal standing protocol that is actually rarely followed in practice except in very formal circumstances or when people are unusually on edge, such as in this case, him being their new commander.
The best part is that Janeway even uses him being an Ensign as an argument against him, as late as Season 5:

True. Also to be fair, I think the moment she said that she was very agitated already. Enough instances where she does take his objections seriously.
Minor point, nitpick really... but it was VADM JP Hanson (in my headcanon standing for s1 recurring character RADM/CDRE Gregory Quinn) that field promoted Riker, not VADM Leyton (he field promoted Ben Sisko).
He was captain of his ship, but that’s not a rank (and definitely not a Starfleet rank), it’s a position.
I don’t think so. Even Q junior gets his own room, very small and with no windows but still private.
More just ownership, I think. It's like being the driver of a car vs being the driver of a school bus. I am driver of my car because I actually own the car. I am driver of the bus because its owner, the school district, entrusts me with the job of operating it.
And even if it were a rank (which I agree it isn't), you can't always compare ranks of different systems directly. For example the Romulan 'commander' seems closer to the Starfleet "captain" than to Starfleet 'Commander'.

If Tuvix had retreated to the Baxial, where he was the Captain, his sway over life and death was legally equal to Captain Janeway, and he could have murdered any one that tried to drag him to sickbay to split.
As the Captain, he could have demoted Janeway to Cabin Girl and locked her in a closet.
