No, they were definitely two different species. And voice actors as well.

That said, Memory Alpha says Kurtwood Smith does a voice in this episode. Perhaps it was him? (The salvage alien was voiced by JG Hertzler)

Could the green ship in the episode be a Romulan vessel? The reason I ask, other than the color which I associate with Romulan ships, is that Ransom is holding a map showing the Romulan Neutral Zone. Why would he have a map if the ship was not near the RNZ?

It’s possible, but I doubt it. They already have the TNG warbirds from the opening credits to use as Romulan ships. But I’m happy to be proven wrong if that’s not the case.

It looks like JG Hertzler's new alien character will be recurring.

The alien prosecutor in this episode is voiced by Kurtwood Smith. I hope he calls Boimler a dumbass and threatens to break his foot off in Mariner's ass.

No worries at all. I don’t think there is any such protocol. I just think some consistency helps, and it’s also easier when the show finally drops to not have to wade through 8-10 pages of people chatting and speculating that built up in the prior 5 days.
