I'm a Star Trek nerd, I know about the power requirements to pull it off.

They have warp technology, otherwise there wouldn't have been first contact, so I'm betting "yes."
There's no argument that "anti-grav" is less sophisticated than beaming, it just isn't.
How do we know there wasn't accidental contact or contact by an outside race that brought the Federation into the fold (something like Organia or Capella IV)? Seems odd that shovels and hoes would be a big deal to a warp capable race.
Just like Futurama, where most of the jokes were on Fry.
Fry was the audience avatar, and all the characters and the plotlines (at least early on) was built around him and in relation to him. We were seeing the future through his eyes (metaphorically).
In Lower Decks, the four main characters (Tendi, Mariner, Boimler, Rutherford) seem to have been developed to be taken independent of each other. Boimler is who we first meet, but then we see Tendi arriving on the ship for the first time, so Tendi gets to serve in the audience avatar role for the purpose of learning the insides and outs of the ship (as Boimler has already been assigned for a year). Boimler, though, is shown to be inexperienced, and the rest of this season will be all about giving him that experience. Mariner has her own arc centered around anti-authoritarianism. Of the Boimler-Mariner duo, I feel that Boimler is supposed to represent the letter of the law (every regulation followed as it says), while Mariner represents the spirit of the law (do the correct thing, regardless of the exact proscription). We've already seen Boimler go against his personality at the end of the first episode, so there will be evolution of their character arcs in future episodes.
Rutherford had a B-plot of going on a date, and really doesn't fit the mold of either a main character or a character in relation to the other three (discounting his scene with Tendi at the end that hints at a further relationship). Going by trailers, we're going to be exploring his character more independently and prominently in the future.
You could randomly speculate on stuff that's not in the text until the cows come home, but what's the point?
Your initial point was "maybe it's dangerous to show this species anti-grav tech", but since they are showing then demonstrably superior tech in the form of beaming, the answer is no.
Now we're just going around in circles, digging deeper and deeper into pointless hypotheticals. Conversation concluded.
I don't think it's dangerous to show them or give them that tech. It's more likely that something prevented them from using them on the planet, or just that the buggies might be preferable for some unseen reason. Perhaps it does have minor anti-grav, but is low-powered and intended to be inconspicuous to natives further out than the capital city.
The answer is because the buggies look cool.

That's what like 70% of Star Trek fans do, that's what a lot of sci-fi fans do. Come up with their own reasons until one is given to them.
Just watched it, gave it an 8. I didn't care for the voice of the alien farmer, but that's a minor nitpick.

Honestly, fans have been filling in gaps for forever. Now new shows come along and now all gaps are to be filled? I wish fans would make up their mind.
Honestly, as the expression goes "Why reinvent the wheel?" We have rarely seen ground vehicles in Star Trek and so the conclusion that anti-grav tech in ground vehicles is either prohibitive in some way or the Argo works in a satisfactory manner and not requiring further upgrade at this point.
Not a bad first episode. I wasn’t all that hopeful after the trailer. The episode was NOT funny although you could tell that that was what the writers were going for. Mariner being manic doesn’t equal funny. At this point I’d say the same thing about LD as I said after the first episode of The Orville; stop trying to be funny and concentrate on other things.
Episode had a definite Rick and Morty vibe, which was good. The crazy effects of the alien infection and the alien creature was great. I also liked that there was a deeper reason for the captain riding Mariner the way she did.
Mariner seems like a character I could get to like but they need to pull way back on the way she shows her irreverence. I expect this will change in ensuing episodes. But, not a bad start.

Too bad TNG never took that advice. Y’know, with “fully functional” floatation device androids, zit outbreaks and boob firmness commentaries. Real deep thought stuff.
I never felt that. I love R&M but I didn't get anything from that in this episode.
