It's just the standard "what if it's all in X character's head" idea yet again.It is an interesting thought if Q was actually some guy named John Quincy who likes to pretend he's a god in some virtual world he created. Maybe he's observing all these fun stories created by the AI he controls, and he occasionally jumps into the action when especially bored, creating this whole fake backstory for himself and "his people".

There is no indication or hint towards it in any of the shows, it offers literally nothing and brings nothing new to the table.
