Section 31: I hope it still happens.

Well, that's easy. Being well-known led to their near destruction and the almost started the end of all sentient life in the galaxy. In an attempt to cover their embarrassment, they got overzealous about the cover-up
They could also suffer sufficient losses and encountered such pushback from Federation and Starfleet politics that they were reduced in number and eventually became more behind the scenes operation, returning to their roots as it were.

No, because Scotty only sabotaged the drive. The drive wasn't faulty. So it's probable that all new ships after the Excelsior had transwarp drive (including the Enterprise-D) but it wasn't a spore drive.
Which some speculate is why a new warp scale was done up for TNG.

I'd enjoy a series centered on the demise of Section 31...
I enjoyed Section 31 as it was depicted on DS9 and Enterprise, as a hidden criminal black ops organization. But then STID and Disco went and showed them as a publicly known legitimate organization that has their own fleet of ships, and that Section 31, well, no, that's not really all that appealing at all. Granted, the show could and likely would show how Section 31 turned into what we saw in DS9, but really, I'm not sure there's enough of the idea to carry a series.
That's probably what they'll do.

They have already said they want to show how/why S31 went underground. Assuming the control stuff from DSC season 2 wasn’t it.

If Section 31 is going to be a mid-to-late 2250's show, I'm kind of interested. I think it would be a good companion show to SNW. SNW being the lighter, optimistic "old school Trek" show, and S31 being the darker, edgy show. I think it's a good dynamic with the two being set during the same time. With S31 being covert operations and top secret, it might give them some liberties to break the canon a little. Just a little.

Can't remember where exactly I read it so I can't provide a link, but Kurtzman described the concept of the S31 show once as a mix of shows like Killing Eve and the Mission Impossible movies. That's interesting to me.

I would assume that the Control collapsing was the beginning of the end for S31, due to their overreach in power. Essentially, they had become the very threat they had promised to defeat.

Section 13 wasn't delayed bacause of Covid19, at first. It was delayed for conceptual reasons and because they wanted to film season 1 and 2 back to back and Yeoh's schedule wouldn't allow for that this year.

I mean't that production had started, don't be a dick.

There are 4 pages, I'm not going to trhough each one.
I'll clear this up. There was never any intention for Section 31 to enter production until after Discovery's third season. Which led to a ton of speculation about what might happen in DSC S3, which was probably Alex Kurtzman's intent. Because we're still speculating about it even to this day.
