First some more information about the state of the Federation:
In describing where the crew of the Discovery find themselves in the far future, Goldsman uses the term “post-Federation.” Goldsman’s new comment hints the Federation may be more than down and out, and potentially entirely defunct by the time Michael Burnham and the USS Discovery show up in the 32nd century.


The second main item is that TrekMovie.com speculates that the timing the release of DSC S3 might be tied to CBS All Access' revamp:
ViacomCBS is planning on a major enhancement to CBS All Access this summer, including the addition of more content and a new user interface. Discovery has been a flagship series for the streaming service, so launching the third season around the same time or soon after the upgrade could be good timing.


Since the new version of CBS All Access launches this summer, and the soundtrack for the third season is being recorded remotely right now, even as we speak, I think we'll be getting the third season before September.

No. But at least we have a likely window now. That's better than before.

That's a good question. I did some looking around and it seems like this site knows what it's talking about. It's called Next TV. It focuses on the business end of streaming.

I'm not good at speaking Businessese, so I'm going to try to find something that's quotable in English.

EDIT: I've got something. Here's what they say:

The company has remained relatively mum on details, but executives have signaled that the new CBS All Access will include content from MTV, BET, Smithsonian Network, Comedy Central, the Paramount Network, and still more Nickelodeon shows.

They’re also adding in 100 Paramount films, including Oscar winners such as The Godfather, Terms of Endearment and An Inconvenient Truth, along with other favorites such as Patriot Games, What’s Eating Gilbert Grape? and, of course, Star Trek movies.

So there you have it. By adding content from so many other channels, they'll be able to greatly expand subscriptions. That's the part that's easy to understand. Everything else they had in there is Greek to me.

DOUBLE-EDIT: I tried to do a cheat by trying to look up when The Godfather will be available on CBS All Access. If you can't find out something one way, you can always try to find out another way. But still nothing. I can't find anything that gets more specific than it's happening in the summer.

If it was going to be June, even late-June, we'd have some hard dates by now. And anything in September will be perceived as the fall. So it's down to July or August.

I can speak engineering business, entertainment is a whole different ballgame. It will be interesting to see how they position themselves internationally given that Trek is a major draw and is already sold to other platforms. Do they continue to shop shows around to Netflix and Amazon, or do they keep them for themselves? I would be pretty miffed if I needed to get Prime, Netflix and CBSAA+ or whatever it is to watch Trek in Europe while those in the USA had one platform.
 
I really cannot express in words how much I don't want them to delay Disco S3 to summer 2021.

Either I missed something or you read through everything too fast. We're talking about 2020.

If it turned out to be summer 2021, then yeah. I'd be with you all the way.
 
Nickelodeon shows being added to CBS AA is good news for Trek fans who don’t have access to that channel. They will be able to see Prodigy without having to add a cable service.
