I speculate I am wrong about it being a different crew each season, and now instead I think it could be a different crew every handful of episodes.

That could still be later rather than sooner. Especially if this show is filming in Toronto, which is basically Covid Central at the moment.shooting will start sooner than later (after Covid19 restrictions are lifted).

I can get on Twitter and post that preproduction on the Pike show is complete. That doesn't make it any more true.

The show has finished development. Not pre-production. Three different art teams for three different takes.
They did work on Picard and Discovery before they announced those shows, I'm sure they're working on Pike as well, like designing stuff and maybe some writing. That work can continue, despite the Covid-19 situation.
I think season 3 will be the first indicator of what Discovery is like when things are going according to plan. If the storytelling is still as wonky, then there's no one to blame but themselves. Picard has a similar problem in that there didn't seem to be any drama behind the scenes, and the result wasn't exactly stellar.Honestly, one can hope the delay in the start of shooting will - in general - mean much tighter writing for upcoming Trek. I mean, I'm sure there will still be last-minute writing tweaks, and deleted scenes will cause plot holes, but they won't be scrambling to figure out a seasonal arc or anything.
