Then Picard tells them to knock it off and the crew leaves, and we never see this species again. Just like real Star Trek.

So not entirely disagreeing with you, but there is a scene in Stardust City Rag where Raffi expresses admiration for what Seven has done as a Ranger. If you squint real hard, know about the hand holding kaltoh, you might seen a little teensy tiny bit of foreshadowing. But only if you are being super generous.My point was their primary focus with Raffi and Seven was to give us great characters and develop them as such. The relationship stuff was secondary. Terribly forced and out of the blue, but at least it wasn't like what they did on Discovery...
