The photo of Picard with infant Thad was taken in 2381 or 2382 which means the uniform change happened not long after NEM and not closer to 2385 and the Synth attack on Mars. It was also taken in the Enterprise-E observation lounge.

I wonder if that photo of Picard with the infant was a real pic from Picard holding one of the cast / crew babies from a long time ago? Or was it just photo shop?
