That is nowhere near long enough for speciation to occur, particularly in a technologically advanced society with reduced natural selection. They should look identical to each other.
I guess in-universe I could maybe rationalize it as the bumpy foreheads were a particular racial subtype (Probably not the anthropologically appropriate expression, I grant you) of Vulcans and they banded together and left as a group. Maybe some of the smooth foreheads also in along for the ride.Also easier for themselves. Looking different ought to be technologically trivial - but it might be culturally and politically absolutely crucial.

Wow, ever since TNG introduced a different look for the Romulans to differentiate them from the Vulcans, I've seen non-stop bitching about how it was pointless, idiotic, insulting, flagrantly against Gene's Vision, and the cause of cancer.
