    It's called being a flawed character.

    He didn't want her to go because he felt Scott was expendable and Hope wasn't. He was afraid he'd lose her the way he lost his wife.

    So why did he by the end consider that it was now OK to risk Hope going on missions?

    Character Development, he accepted that Hope was an adult and could make her own choices.

    What in the movie led to him deciding that, caused him to decide that, or was it just random?

    Probably his own near-death experience and how well Hope held up during the whole thing and their reconciliation.
