Wrong! There are two and only two "Star Trek" universes. The one where Kirstie Alley plays Saavik...and everything that happened afterwards is some kind of long-running, fan fic fever dream non-canonical 25% joke.

Since the Borg are a part of the story, and we have confirmation that 3 people who have been de-assimilated (to various degrees) are in the show, that appears to be the vital reason.

Between The 37s and Initiations, Voyager takes on a supply of brand new Starfleet phasers and tricorders. Clearly a new continuity, since this would be impossible in the Delta Quadrant.
In Season 5, Captain Picard is suddenly wearing a suede jacket out of the blue! Are we supposed to believe that he just CHANGED CLOTHING??? Clearly, that was a way to make him 51% different than in his previous outfit! New universe here, too!
