...how Martok could claim Klingons never attempted or even considered attacking Earth, despite the Klingons having a beachhead in the Sol system and an attack fleet making it to Earth orbit.

I thought this couldn't be clearer? Anybody can attack Earth. But nobody, including the Klingons, ever had the guts to do that. Which is what DSC so nicely shows: Klingons get cold feet at the very doorstep of Earth, fearing that the attack would cost them too much.
This perfectly meets the requirements of Martok's line, which states "even my people never attempted that". They didn't attempt and fail. They got afraid and turned away before attempting. Which makes the Breen the superior race of warriors; that the Breen actually failed is inconsequential there, as it was all about having the guts to proceed.

Spock proposes that all Starfleet officers who remain who know about Discovery's spore drive, the time suit, and the ships alleged fate are prohibited from mentioning it. That's a small group of people, who in their capacity as members of Starfleet can be ordered to keep highly classified information to themselves.
Spock is not proposing to erase every trace of the Discovery from history, which is good because that would be silly, he is trying to prevent several key bits of information to get into the wrong hands, be it control or S31:
A) the Discovery wasn't destroyed and her crew not killed, they opened a wormhole and went into the future
B) there's such a thing as a time suit and people with the right schematics can build one
That's it. That's what needs to be hidden. Those who know about it aren't allowed to talk about it, those who don't know about it will be fed an official version that goes something like this: the research vessel Discovery has suffered a fatal engine failure and was lost with all hands, just like its sister ship the Glenn beforehand.
And guess what? There is your erasing from history. Discovery will become a footnote as a failed scientific venture, which is why no one a hundred years later will go out of their way to mention it, since everything extraordinary about it was classified.
It does seem that yet again it's another litmus test of how you felt about the show coming in, and not grounds for how you might feel about the show. One person's lazy writing is another's 'what's the issue here?'

I assume this was during TNG, as I wasn't obsessive about that show and obviously missed that episode.
...Finally getting a bit of action in S7, yes. Not all that much, though. There's also a single VOY appearance, but the "story of the Breen" remains to be told. Might as well be DSC that tells it, if it comes to that.
What's amusing is that Picard in TNG "Hero Worship" dismisses the Breen as potential suspects because the eyewitness says the assailants wore helmets... Talk about ignored intent.

He's an ambassador from an old family. I don't doubt that the family has multiple properties. There's probably at least another one somewhere where Sybok is living it up at this time.
